Ward 2 Forum is publishing this Public Participation document as a formal undertaking to ensure community & stakeholder involvement in the process of establishing a measure of consensus on issues that affect our Ward Communities directly.

Public Participation is the only real process by which we as an organisation can consult with interested or affected individuals and communities before engaging with Theewaterskloof Municipality on issues affecting the community as a whole. As Public Participation is a two-way communication and collaborative problem solving opportunity for better achieving more acceptable decisions, the Ward 2 Forum is of the opinion that proper Public Participation will prevent disputes by creating a process for resolving issues before they become polarized.

W2F report on TWKM response to our comments on Budget IDP 2017

INTRODUCTION

The Ward 2 Forum attended the TWK Special Council Meeting held on the 26th May’16. The Special Council meeting was scheduled to ratify the Integrated Development Plan (IDP) and 2016/17 Budget, the draft of which was initially tabled to Council on the 23rd May 2016.

In terms of Section 23 (1) of the Municipal Finance Management Act (MFMA) the draft budget submitted by the municipality for adoption requires a Public Participation Process (PPP). Ward 2 Forum submitted a comprehensive comment document to the Theewaterskloof Municipality; see HERE

Municipal financial stability is of cardinal importance to the Social functionality & Economic viability of the Ward 2 area. It is thus increasingly important that we as a community become actively involved in the management and development of our Ward. With the looming threats of budget cuts, increased taxation and the downturn in the national economy, an increased awareness by residents in the area is required. All external factors that could potentially affect the social and economic fabric of our society needs to be highlighted and interrogated as a matter of importance.

It is disconcerting to notice that there was very limited participation from Greyton and the organisations that claim to represent Greyton during the comment and objection phase of the Public Participation Process. Of all the registered stakeholders in the whole TWK area only 9 chose to participate formally. Allocation of funding is directly linked to active and constructive participation in all of the available forums provided by the National Constitution, including Ward Committees.

Once the W2F team have completed a study of the TWK municipal reply to the W2F Comment Document a full report will be published and made available through the various W2F communication channels. In the meantime, we report on the more contentious points made by TWKM, which will have a significant and costly impact on us all.
