FARM 39 TRANSFORMATION: THE LOST 18 YEARS PART 4 ACT 94 (TRANCRAA)

The current Act 94 of 1998, Transformation of Certain Rural Areas Act, known as TRANCRAA, legislates for the process required to allow the residents of Farm 39 to decide whether they want to become part of TWKM, or a Community Property Association (CPA), or another approved “entity”.

COMMENT ON THE DRAFT FINAL BUDGET (2017-2020) & 4TH GENERATION IDP (2017-2022)

 

 

 

 

 

 

The Budget and IDP are required to fulfill a number of essential functions:

  • To maintain acceptable service levels throughout the municipal area;
  • To establish additional services wanted and paid for by the public;
  • To provide affordable enforcement of municipal by-laws;
  • To account to the Treasury and the community for control of the financial resources;
  • To consult the community on content and progress of the Socio-Economic Development plans for the municipality.

As we see the situation from Ward 2, there is scope for much improvement on all counts above, the single most important failing being consultation with the community. Decisions taken by TWKM that concern the public often seem to be taken with no regard for the public or for the Government policy on public participation.

HOUSE FLY EPIDEMIC

The Ward 2 Forum has been inundated with calls in respect of the marked increase of flies in the area over the last few weeks. In a bid to assist with the numerous questions received, herewith some facts collated about the vectors that we hope will answer some of those questions.

Whilst there are numerous species of flies, only a few are commonly found to be a problem in the Greyton/Genadendal area.

FARM 39 TRANSFORMATION: THE LOST 18 YEARS

In 1998 it must have seemed such a straightforward task for the Government – to create and issue an Act to provide for the transfer of specific land to a municipality and/or to other legal entities, and to provide for associated matters. The Transformation of Certain Rural Areas Act (1998) seems to have been introduced with little consideration of the specific history of the areas concerned, in fact not even a definition of the areas, without a set of objectives relating to community benefits or the means of achieving them, and without clear and consistent management of the whole process.
