Contrary to the agreed intent of the Houw Hoek Agreement, the Department of Rural Development & Land Reform (DRDLR) requested TWKM to complete the original agency agreement, which Urban Dynamics did in 2010. Their report is incomplete and heavily biased towards the recommendation that all the land be transferred to TWKM.

EXECUTION OF GENERAL VALUATION IN THEEWATERSKLOOF MUNICIPALITY

Theewaterskloof Municipality is currently busy with the execution of a General Valuation of all properties located in the Municipal area.

Regulation of Agricultural Land Holdings Bill, 2017 (Gazette # 40697)

The Minister for Rural Development and Land Reform published the
Regulation of Agricultural Land Holdings Bill, 2017 and the Explanatory
Memorandum for public comment.

Members of the public were invited to submit written comments on this notice. Land redistribution is being stepped up a notch with a new bill proposing limitations on land ownership in the country. The Regulation of Agricultural Land Holdings Bill was also published on the Ward 2 Forum Website for comment. Land reform beneficiaries should be able to choose the kind of landholding entity they want to form. Counter to the DRDLR’s Policy Paper on CPAs, people should not be prevented from forming CPAs in communal areas or where traditional authorities (TAs) exist, as this would deny people’s ability to choose the landholding entity that best fits their needs and their land tenure practices (including customary practices).
