In 1998 it must have seemed such a straightforward task for the Government – to create and issue an Act to provide for the transfer of specific land to a municipality and/or to other legal entities, and to provide for associated matters. The Transformation of Certain Rural Areas Act (1998) seems to have been introduced with little consideration of the specific history of the areas concerned, in fact not even a definition of the areas, without a set of objectives relating to community benefits or the means of achieving them, and without clear and consistent management of the whole process.
